Strategic framework of human resources development to increase performance for Internal customers (Study at vocational high school in West Java)

Services Performance to internal customers have not been a school’s attention. Services to internal customers is not priority. Quality services in vocational education for external customer is not optimal . This study aims at identifying the development of HRD framework strategic to increase performance services for Internal customers.
The study applies an inferential descriptive method of survey type. Research populations spread out in the Province of West java. The results showed that teachers and staff received less attention. According to framework strategy, the primary focus in vocational school is internal customers fulfillment by improving the competence and fundamental individual values by system to commit for education value.
