Evaluation on Financing Collaboration In Improving the Quality of Primary Education in Salatiga

Financing is one of the investment of resources in education. Source of education funding comes from Government, Local Government and Communities. Basic education is one of the responsibilities regency / city governments in the autonomous region. This study aims to analyze the collaboration of Government, Local Government and Communities in the budget to improve the quality of basic education. Evaluation in this study based on the CIPP method. Technical documentation study data collection, focus group discussions and depth interviews. Source of research data is the accountability report of the Head of the local government Salatiga, Dept. of Education, the Chief Inspectorate and the Regional Development Agency Head stats, Private School Board, Principal and School Committee. Triangulation of data over an extended period of research, data analysis and additional sources of negative research. The results showed that the primary education program in Salatiga based on quality improvement. The gross enrollment rate at primary school level (SD/MI) of about 113.02% and junior high school (SMP/MTs) of about 121.34%. Sources of financing for education based on collaboration from the Government, local authorities and communities. Context financing to support basic education program as the implementation of compulsory education Salatiga. Input basic education funding from the Government (APBN), Local Government (APBD) and Society (parents). The process of managing the financing of education according to the law and regulations on State Finances / region. Collaborative educational financing products to support educational programs quality of basic education.
